
Established by ordinance on May 17, 1945, the Caisse Nationale de Retraites des Agents des Collectivités Locales (CNRACL) is France's specialized social security scheme for old-age insurance covering civil servants in the territorial public service and public hospital sector. As a national public institution, CNRACL pays retirement pensions to eligible retirees and offers financial aid to those facing hardship.
CNRACL operates as a dedicated pension plan for these civil servants, managed by the Pensions and Solidarity Department of Caisse des Dépôts under its Board of Directors. Its goals and operations are outlined in a tripartite agreement with the State and Caisse des Dépôts, renewed every five years. The 2018-2022 agreement emphasizes personalized information for affiliates, stronger employer ties, streamlined processes, and improved fund management.
Funded on a pay-as-you-go basis, contributions from 2.2 million active civil servants support pensions for 1.2 million retirees, positioning CNRACL among France's largest pension schemes.

CNRACL covers permanent incapacity risks for local and hospital civil servants, providing invalidity pensions for work-related unfitness, accidents, or occupational diseases. Eligible recipients may also receive disability allowances or third-party assistance aid.
Since December 1978, CNRACL's Social Action Fund (FAS) aids low-income retirees with non-taxable, non-recoverable grants. These cover home care for dependents, health costs, energy bills, domestic help, remote assistance, or housing adaptations. FAS also supports one-off needs like emergencies, funerals, disaster repairs, holiday costs, leisure savings, and retirement home fees. Attractive-rate social loans are available to affiliates.
CNRACL promotes safer workplaces via the National Prevention Fund (FNP), created by 2001 legislation. It publishes accident statistics for local authorities and hospitals while funding their prevention measures to reduce incidents and improve conditions for territorial and hospital staff.
