The Personalised Autonomy Allowance (APA) supports individuals aged 60 and older with dependency needs, as defined by the AGGIR grid. It applies to those living at home or in specialized medico-social establishments. Application steps vary by living situation.

For Dependent Individuals Living at Home

The departmental council provides APA to help cover costs like home help services, adaptive equipment, hygiene products, home modifications, or transport. No means testing is required.

Obtain the application form from your local departmental services, elderly information points, municipal social action centers (CCAS), social security office, or mutual insurance provider. Submit the completed form to the departmental council with a copy of your ID, latest tax notice (if applicable), asset proofs, bank details, and sometimes a medical certificate or proof of address.

The council acknowledges receipt within 10 days. A medico-social team—including at least one doctor and one social worker—visits to assess your autonomy level and needs, proposing a personalized assistance plan. This may include home help, transport, meal delivery, technical aids, or home adaptations. You have 10 days to accept the plan, which is required for APA approval.

Upon approval notification, complete and return a form within one month detailing hired employees or services used.

For Residents in Institutions

APA is available for those in French specialized accommodations with at least 25 residents. For smaller facilities, apply as if living at home.

No separate application is needed if the facility receives a global APA allocation from the department and your prior home was in the same department.

Otherwise, request a form from the same sources as home APA, or sometimes directly from the facility. Receipt is acknowledged within 10 days.

The facility evaluates dependency via the AGGIR grid. APA covers the dependency fee, though residents may contribute partially.
