Individuals aged 65 and older with low incomes can qualify for France's Minimum Old Age Allowance, now known as the Solidarity Allowance for the Elderly (ASPA). This monthly, means-tested benefit ensures retirees maintain a basic standard of living.
Upon retirement, pensions are calculated based on career-long contributions. However, those with insufficient contributions, small pensions, or modest survivor's benefits can access safeguards under the French system. Renamed the Solidarity Allowance for the Elderly (ASPA) in 2006, it replaced the former multi-component Minimum Old Age Allowance with a single benefit.
ASPA can be combined with limited work income—up to 30% of the gross minimum wage for singles or 50% for couples. Upon a beneficiary's death, amounts paid are recoverable from their estate exceeding €39,000.
Anyone aged 65 or older with resources below set thresholds may apply, subject to conditions. Residency requires being French or a regular foreign resident in France. Monthly resources must not exceed €801 for singles or €1,243 for couples (as of October 1, 2016). The age drops to the minimum retirement age (60-62) for those with work incapacity, disability, or veteran status.
ASPA is a differential benefit: the payment bridges the gap between actual income and the authorized maximum, ensuring a dignified minimum. Income from the prior three months determines eligibility. The allowance increases annually on April 1st.
Submit applications to your pension fund, or for surviving spouses, the fund of the deceased partner. Those outside basic schemes apply via their local town hall, which forwards to the Caisse des Dépôts et Consignations ASPA service.
