The Interprofessional Pension Fund for the Liberal Professions (CIPAV) is, as its name suggests, the pension fund, but also provident fund and social action, of a large part of the liberal professions. This fund manages their basic pension plan and that of their supplementary pension.

What is the CIPAV? What are its missions?

The Interprofessional Pension Fund for the Liberal Professions (CIPAV) was created in 1978 following the merger between the Engineers Fund (Cavitec) and the Architects Fund (Caava). The CIPAV is a private law organization which exercises a public service mission. It is governed by the Social Security Code and this fund is controlled by the National Mission for the Control of Social Security Organizations.

The CIPAV is one of the ten professional sections of the National Pension Fund for the Liberal Professions (CNAVPL), a system common to all liberal professionals who depend on an order (doctors, accountants, architects, etc.) or whose the profession is regulated (dentists, physiotherapists, nurses, etc.). The CIPAV manages on behalf of the CNAVPL, the basic pension scheme for these liberal professions.

On the other hand, the CIPAV governs the supplementary pension scheme for liberal professionals defined by the Social Security financing law. This organization is also in charge of their disability-death insurance scheme and offers its services in the field of social action by providing material aid to the active and retired people it manages and who have to deal with accidents. of life or prevent their addiction.

The basic and supplementary pension schemes managed by the CIPAV comply with the principle of distribution:the contributions paid by its members for one year must make it possible to pay the benefits for that same year. The CIPAV currently has 5 contributors for 1 retiree.

Who contributes to the CIPAV? For what rights?

The Interprofessional Pension Fund for the Liberal Professions (CIPAV) is the main pension fund for the liberal professions. The latter are very varied (about 400 professions represented) and evolve in different fields of activity. The Social Security Code stipulates that all professions which are not agricultural, craft or commercial activities and which are not regulated must be affiliated to the CIPAV. The Interprofessional pension fund for the liberal professions now manages 800,000 members.

The CIPAV was initially the pension fund for construction-related trades (architects, expert surveyors and consulting engineers), but it now concerns liberals who work in five main areas:consulting, education, construction, well- being and sports. In 2009, the CIPAV also became the pension fund for self-employed micro-entrepreneurs.

However, the Social Security financing law of 2018 reduced and defined the number of professions managed by the CIPAV. They are now 21 in number, to which are added some professions in the field of art. On the other hand, since 2019, micro-entrepreneurs no longer contribute to the CIPAV, just like classic liberal professionals (dependent on an order or a regulated profession) since 2018.

Liberal professionals who must contribute to the CIPAV are automatically affiliated from the moment their activity is registered with the Urssaf Business Formalities Center.

In terms of retirement, the CIPAV fulfills several missions. It calculates, according to their income, and collects the contributions of its members twice a year. When a member wishes to retire, the CIPAV takes care of the liquidation of his rights, then pays him his basic and complementary retirement pensions every month.

The liberal professions who contribute to the CIPAV acquire pension rights in the form of quarters and points.
