On Windows 7, compatibility mode can prevent startup. Locate Outlook.exe (for Office 2013: C:\Program Files\Microsoft Office\root\Office15 or (x86) equivalent). Right-click > Properties > Compatibility tab. Uncheck all boxes, then Apply and OK. Learn more about downgrading Windows if needed.
Safe Mode bypasses add-ins and custom settings to isolate issues. Search for and run outlook.exe /safe (as admin if required). If it launches, restart normally.
